Quarantine a mobile test so its failures do not affect pipeline status.

Print the project-relative path of each quarantined mobile test, one per line.
Tests outside the selected project and browser tests are not included.
remove
Remove a mobile test from quarantine so its result counts again.
Arguments and options
add and remove accept these arguments and options:

Use a path when multiple tests share a name.
remove only accepts quarantined

Reason recorded alongside the change. Omit to enter a reason interactively.
